United States Marine Corps (USMC) Duty buckle: waistplate. 

This USMC approved waist plate measure 3 3/8"L x 2 13/32"H and features the detachable USMC Eagle Globe and Anchor centered on the buckle. Because it is anodized brass means there is no need for polishing.
This waist plate is sold with the belt keepers and holder.

Used by USMC Drill Instructors and by Marines in a duty status.
